I must confess that I was in hopes that when

the Chief Justice considered the matter of such importance as to

induce him to make a formal statement to the Governor of the

Colony, that in itself would have been sufficient to induce

Your Excellency to ask for further details in order that the

matter might be gone into. But in this I have been disappointed.

Lest however there should still be any doubt in Your Excellencys

mind with regard to the accuracy of the statements I have madə

at different times as to the state of inefficiency of the Court

and its Departments when I arrived here, I desire formally to

record my opinion that the Court seemed to have fallen into a

state of apathy, and laissez aller, which I considered deplor-

-able: that I immediately took steps to introduce more vitality

and a more Court-like spirit into its proceedings, and secondly,

to effect certain reforms which were much needed. In the first

I have been successful, as all who are familiar with the Courts

know: in the second, I have not received that co-operation from

the Government which was necessary to carrying through the

necessary improvements.

The matter however is an exceedingly irksome

one; the discussion of it entails correspondence which so far

has led nowhere, except to the consumption of valuable time. I

am always unwilling to confess to failing in a matter which I

have much at heart, but with this statement, that there is no

idee fixe in my mind, but a deliberate opinion arrived at after

mature consideration, and anxious thought how I could best in-

-prove a most regrettable state of affairs, I shall not allude

to the subject again.
